The Patriot Act was passed by congress under false pretenses.  The 
intelligence used about WMD was incorrect or doctored by the Bush Adm., 
but in any case it was false.  The Patriot Act was originally passed 
with sunset provisions, and when it came up for renewal, the Bush Adm. 
pushed hard to have it made permanent, but instead some of the more 
offensive provision of the Patriot Act were allowed to expire with other 
provision renewed, but with sunset provisions.

The Patriot Act is not needed.  It's provisions give the executive 
branch authority to unilaterally act outside of the constitution and 
bill of rights, (eg above the law), in effect making it the de facto 
"Law of the Land"; since, the Patriot Act can be used to trump 
Constitution law.

This dual system of law has the effect of giving the U.S. of America a 
kind of multiple personalities disorder, and introduces much confusion 
and contention between the executive branch and its cabinets, (eg DOD, 
NSA, CIA, FBI, etc), and the other branches of government to wit the 
Supreme Court and Legislative branches of government.

The country can fight terrorism, which will exist in perpetuity btw, 
just fine using a criminal justice system tied to the Constitution and 
the Military tied to the Geneva convention.  The Constitution and Bill 
of Rights need to once again take its place and the one and only "Law of 
the Land".
