No different then most places.

To me this was a project, and one that would have it's own payment
schedule laid out.

That is how a business works with the government.  Now if that
business fails to deliver, getting the next contract could be tough.

I have put together a few proposals for governmental work.  They took
the lowest bidder and gave them half the $ and got nothing back.  I
never came in low ;->

One was for a property management system at the courthouse.  The other
was for a patient transportation system for our state run health care
system.  What a stupid idea to give transportation to anyone who asked
to go to the doctor.
