"The libs"???   I believe it was the Bush Administration that sold us 
the war free of charge by putting it on our credit card.  LOL

In the global economy of today, where demand for good and services seem 
to exceeding supply, the foreign suppliers would simply sell there 
products to countries that agreed to pay their pice, rather than messing 
around with a tariff.  If a tariff had to be paid for whatever reason, 
the suppliers would likely markup the price of their goods and services 
to cover the tariff, thus passing the tariff on to the American consumer 
who would ultimately be stuck with paying the tax.
