You aren't getting the argument at all, and you probably never will.

Of course the tax will be passed on to the consumer. Keep in mind however
that under the system our Founders created, the citizen only pays it when
they VOLUNTARILY purchase an article of foreign manufacture.

If they make, sell or buy goods within our economy, they pay no tax at all.
