The reason I am asking is because the company that I am having all these problems with has given my software to an Excel expert who re-wrote a lot of the code and wrote technical documentation for the code I estimate that I billed approx 175 hours for the software which included a lot of data entry. They're trying to bill the Govt an additional 47 hours for verifification, making sure there aren't software booby traps installed, documentation, and bug fixes. That works out to be 21 percent of the total 222 hours. I bet they are going to try to withhold part or all of the 47 hours from my final 3 invoices of 120 hours if the government won't pay them the additional hours. There were no requirements documents, no design reviews, no time estimates. There was no statement of work and no validation requirements. Basically I was hired as on-site support to the governement on an hourly basis. No where in my statement of work did it say I was going to create anything in Excel. That being said, the 47 hours falls within reason for completion of the software, testing, bug fixes, checking for malicious code (I wonder if I have a defamation case here), and documentation, base on the numbers you guys just provided.
