Making unsubstantiated/unproven/untrue statements about private citizens is no trivial matter. It "slander" and in itself could prove to be grounds for the slandered individual to bring suit against the perpetrator to recover damages. The monetary awards by some courts have been very high.
However, individual that are in the public eye, such as movie stars and politician do not have the same leverage in bringing civil suits against parties that slander them, which leave them very vulnerable to defamation from both liable and slander abuse, and there is no position more in the public eye that President of the USA. Given the limited protective actions available to high profile figures like Obama, any rumors, hearsay, insinuations or other kinds of FUD should not be taken seriously. Anyone that falls into believing preposterous statements about high profile individuals in the public eye probably have other deep seated sub conscience issue that need to be resolved.
