I wouldn't worry about it Pete.  If Obama is elected President, he will 
be under a very watchful eye of congress with very little lead way to 
wander off the beaten path.  If he did, he would likely be impeached.

In order to put such a law in place, he would need congressional 
legislation, which  if even  passed, would shortly be overturned as 
UnConstitutional.  Otherwise it would be up to each state of pass its 
own law, which would eventually be stricken as unconstitutional.
