The difference is that we've all developed interfaces that showed one
thing on-screen and recorded another internally. While we then went
ahead and fixed our bugs, implementing a corrupt electronic system
that changes votes is much easier than what would have to be a kludgy
mechanical one. At least with hard copies, there'd be a count that
could be used to verify electronic results.
