Thanks guys but no success.  I got to safe made and tried "Last Working ..."
it reboots.  Then I went to a "safe mode command prompt" and it just
reboots.

I saw kb 304449:

At the command prompt, type %systemroot%\system32\restore\rstrui.exe, and
then press ENTER. 
Follow the instructions that appear on the screen to restore your computer
to a functional state

Booted using Bart-PE and had a command prompt.  No luck.  Went to system32
and there was no \restore directory.  In fact there were only three
directories under system 32 \config, \drivers, and \lang.  I run XP Pro on
my HP laptop.  It shows dozens of directories under system32.

--- Thoughts on what happened?

--- Any alternative other than to reinstall?

This sounds like an HP with and AMD processor. There are instructions how to
get out of that loop online in places. However, that loop started when SP 3
was installed. 

Boot into Safe Mode to uninstall patches. Is it tapping the F6 key just
after a memory count happens?

Running XP Pro with SP3.  Last night I shut down my main computer.  The shut
down dialog indicated it wanted to install updates and I told it to go
ahead.  This morning it will not start.

 

Things progress through the screen that displays the colored logo and
copyright.  Then goes black then blue - then instead of a logon dialog - the
sucker starts the boot process again.  I do not have an image. 

 

 Thoughts on the "best" way to recover?
