I've seen this particular error when the VFP9.DLL is SP1 and the
VFP9RENU.DLL is RTM/SP2. 
SET RESOURCE I agree, does make you think that is a possible reason.

Isn't the resource file just foxuser.dbf?  I think you can just delete or
rename that and foxuser.fpt  and try running the program again.
