Disclaimer: I don't have ready access to the source code from my old ARG
projects so the following is from memory and may not be entirely
accurate or up-to-date with the current version of the product:

1. You need to register the ARG software on your machine via something
like this:

Regedit.exe -s argcommandbars.reg

BTW: It sounds like you've done this already.

2. *Before* you load the Command Bars Library you need to execute
something like the following:

public _4IJK82B6
_4IJK82B6 = .T.

The actual '_4IJK82B6' value is buried in all the stuff that the vendor
sends you and is specific to each user's registration (don't use the
above value - I made it up)

I wish I could offer more help, but its been 4+ years since I used an
older version of the product and I really had to rack my brain for the
above.

There used to be a small group of avid ARG customers on the UT - might
be worth signing up for a month of UT service just so you can search the
archives for feedback from other customers.

Post some screenshots (<regret>I wish I would have done this</regret>)!
