Bah! It has been required in courses that I have taken. I
think that giving presentations should be required far more than they
are, but limiting -- and I use the word "limiting" with full and due
consideration -- the presenter to having to use PowerPoint is evil.

I was a member of Toastmasters International for about five
years. I can give a speech easily. A PowerPoint presentation is
typically horrid. I have had to give them in some of my computing
courses. The next time it happens, I am going to argue against them.
In the projects course that I took, I had a misunderstanding of
what the final presentation was supposed to be. I had thought it was
to be technical; it was not. I came up with an appropriate
presentation on the fly. My instructor said that he was very
impressed that I was able to do so.
For me, it is very easy. I can organise material into a speech
in seconds. It may well not be the most inspiring, but it does get
the job done. If it is necessary to change tack, I can do it
easily. PowerPoint presentations take way too long to prepare and
are a straitjacket.
