The dialog with __stephen was closer to what I was trying to ferret out: Why, after all of these years of probing our computers without asking for permission or a specific applet (that I remember installing), do we suddenly have this? The "opt-in" language is what prompted my later speculation. (That is what I get for dashing off a question late at night. Well, like this one.)
