Did you read what the AT&T POV was based on Pete?

AT&T says that they provide 3G service to a huge area.  They do NOT
own all of the equipment and if my call is serviced by another
carrier, better known as roaming, then AT&T eats that side bill from
CarrierB.  They hope that enough of CarrierB's customers cross over to
AT&T equipment and it's a wash.

Well this couple live in an area by CarrierB and ATT&T has no towers
to service them.

AT&T has found that the actual usage of this couple is high, probably
because it shows up on the invoice from CarrierB.

Instead of getting canned at least this couple was getting word from
AT&T about the volume of usage and the two are trying to work together
instead of just disconnecting him.
