AT&T says that they provide 3G service to a huge area. They do NOT own all of the equipment and if my call is serviced by another carrier, better known as roaming, then AT&T eats that side bill from CarrierB. They hope that enough of CarrierB's customers cross over to AT&T equipment and it's a wash. Well this couple live in an area by CarrierB and ATT&T has no towers to service them. AT&T has found that the actual usage of this couple is high, probably because it shows up on the invoice from CarrierB.
