Pete I know what you mean now. It's apparently some deal MS have with Vibrant Media, see this thread on the Bing forums: http://www.bing.com/community/forums/t/648882.aspx
You can apparently turn them off via the options which you can access on each popup window, this creates a cookie which signals Vibrant Media to p!ss off. This will get reset if you clear cookies. Apparently you can also modify your hosts file or use popup blockers.
