I know something about train control from my readings while learning to 
signal model railroads. Systems do not run automatically. A dispatcher knows 
exactly where every train is at any given moment he has a wall of panel 
lights indicating that. Date and time are important for scheduling but not 
for avoiding mishaps. CTC and the newer computer systems do not trigger any 
activity automatically based on date and time. That is the dispatcher's job 
to push the proper buttons to initiate action.

In fact a train can run through a red signal on most railroads and not be 
stopped by an automatic system. So human control is the name of the game.
