I couldn't figure it out when I visited France. Banks didn't know what I was talking about when I wanted to write a bank check to the innkeeper. How does one pay bills? Does everyone carry cash?
I found out that I could send cash via the post office. They sold a special check that gets mailed. While I was there, I had to wait in a long line behind gypsy looking people. I learned later they were standing in line to collect their weekly dole. They got paid in cash. The French post office does the cash transactions. I don't know what the banks do; they didn't have any customers when I was in there.
