I couldn't figure it out when I visited France. Banks didn't know what I was 
talking about when I wanted to write a bank check to the innkeeper. How does 
one pay bills? Does everyone carry cash?

I found out that I could send cash via the post office. They sold a special 
check that gets mailed. While I was there, I had to wait in a long line 
behind gypsy looking people. I learned later they were standing in line to 
collect their weekly dole. They got paid in cash. The French post office 
does the cash transactions. I don't know what the banks do; they didn't have 
any customers when I was in there.

What's interesting is that to get into a bank you had to pass through two 
entrance doors like an air lock seal but the postoffice had all that cash 
sitting in drawers under the counter and the lobby was wide open; no sealed 
doors.

I don't understand what you mean.  Cheques here are rarely used here
(and I believe most of Europe).
