I expect when you talk of "the govt" you mean teh U.S. govt., and when
you talk about staying in control you are really saying in control of
U.S. machines. And when you talk about "taking down" (unhappy choice of
words) computers you mean U.S. computers. Because you know, nobody named
USA govt. the world police, nor the internet police.

Now if your govt. wants to "take down" your own machines, that's all
right by me. But you should remember the internet is a *global* place
and that "taking down" US machines does not make too big a difference as
there are countless machines outside US jurisdiction.

OTOH, the chinese govt. has the same approach regarding a political
"outbreak of disease" and "quarantines" the rest of the world by not
allowing chinese computers free access to the internet. I don't think
that is desirable. You can't force people "for their own good", that
sounds suspiciously authoritarian.

So I'd say we should look for some other way of accomplishing our goals.
