Not if you tell the producer they pay no tax at all if they employ
domestic labor to produce it domestically instead, and agree every
country has a right to tax foreign produced goods.

Ultimately, if every country adopted this policy, trade alone would
fund government and government nowhere would get bigger than trade
permitted. It would be in government's interest to promote healthy
economic conditions at home and friendly tax policy with respect to
its neighbors since it gets nothing if it chokes trade off.

I always get a laugh when my fellow conservatives act like this is
worse than a VAT on all products, or a flat income tax. In fact, our
Founders reasoned at length about tax policy and concluded the least
oppressive way to obtain revenue was an ad valorem tariff revenue
system. This was in place from 1789 until the middle of the last
century when we decided that the Fed system of fiat money and free
trade on the backs of taxpayers was the way to go.

And here we are! The largest debtor nation ever, about to go belly up.
Not because we lowered marginal income tax rates a few years ago
(actually, that increased the amount of revenue into the treasury) but
because we have embarked on empire building on the basis of fiat
money, like every other empire in the graveyard of history since the
printing press was invented.
