I'm pretty sure that Mike Yearwood has done a lot of experimenting on 
this and found that it is always better to have the exe local.  I think 
he mentioned that the OS only downloads part of the exe that it needs 
when it needs it.  I'm sure he's mentioned this multiple times on Foxite 
and the UT.
