I normally set a minimum like Paul, but you can detect the screen resolution and adjust your screens programmatically. Also save each user's screen settings for each screen and reload the screen with those settings whenever the user loads the screen.

Most of our pc's are Win7 with 23-24 inch wide screen monitors, so there
isn't a problem, but one of the users has a laptop, resolution in the 1300x?
range, and he has trouble seeing the entire form, and has to click and drag
corners to resize to his form.  He is the only one with this issue, so far,
and it must be due to the resolution settings.
