Erling, Henry pointed out that in my last para I meant inappropriate rather than appropriate.
He also pointed out that perhaps we need 2 levels of requests. Those that are perhaps smaller, better defined, and less ambitious in scope and and thereby have a better chance of seeing the implemented light of day. The current page says something about guru evaluation. Perhaps we need another page for proposals. And then as they are refined and become appropriate they will be moved to the Requests page by the gurus. Where gurus is some funny dynamic among several people including those will to do the actual coding.
