I have not thought about this very deeply.

My current impression is that truly general cases would run
into issues reminiscent of the halting-problem.  One
issue is that maybe half the words in J derive new verbs.
Another is that for this to work, you must have consistent
data types

But restricted cases should be doable.

For example, imagine transforming a script, replacing =:
with some expression which wraps the following tokens (other
than a comment) in a parenthesis and affixes an adverb which
does something special for verbs.
