Thanks for your responses.  I'm glad I wasn't the only one somewhat
confused, and I like where you're headed, although I might start it with
"verb phrases which ..."; the left argument of a modifier of course
includes singleton verbs that are _not_ the product of a modifier.

I agree that Ken and Roger (and perhaps most experienced J'ugglers) are
meticulous in their wording, so I won't be surprised to hear how the
phrasing works as it stands.  I just don't see it yet.

I'm definitely not pushing for a change to the language; I'm only
looking to make more sense of it.  I don't use J enough simply as a
language of thought away from the computer, and I think it should have
similar benefits to those I got from APL years ago when that was the
only way I used it.
