indeed but at least by using anchor epoch, the semantics are clear. I have been wondering about EPSG:6319 (6317), which seems to be a dynamic frame with a frame reference epoch of 2010.0, but the frame reference epoch is not part of the EPSG definition. I don't see how the datum is tagged as static vs dynamic, or is "no frame reference epoch" --> static?
