It might be nice at the same time to distinguish between bibsched being
simply automatically halted because of some bibtask crashed, Vs. a manual
intervention.
What about if when a BibTask crashes and bibsched is automatically
stopped, if it is put into a new mode, say '''HALTED''', which requires an
admin to explicitly switch bibsched to '''MANUAL''' mode while providing a
motd, in order to perform any operation?
In this way it would be clear when somebody has started an intervention,
Vs. the bibsched being simply stopped and waiting for the intervation.
