#532: BibSched: new motd-like facility for task queue monitor

When several people have access to the bibsched monitor to provide
support for an Invenio site and they see that the bibsched queue is in
manual mode, it may be due to an ongoing intervention by another member
of the supporters team. Currently, people simply look at who is
logged in on the box and use operating system's write/chat facilities
to confirm/infirm why the bibsched monitor is in the manual mode.
Feature-wise, it would be nice to have a new notion of motd-like
top-page banner in bibsched monitor that would be usually empty but
that people could set to something like "IMPORTANT WARNING: Queue
stopped by Erika at 18:30 due to table repair!" and the bibsched
monitor would then display this motd message in white-on-red at the
top of the monitor page curses-based UI, for example.
Implementation-wise, the messages could be stored in an SQL table and
preserve history etc, but it would also be acceptable to simply store
the latest motd in `var/run/bibsched.motd` somewhere and log the motd
change in the usual `bibsched.log` file.
