#229: inveniocfg should have target to start common jobs

bibsched, webcoll, etc. are recommended in the invenio help pages for
every invenio installation. Because this is the case, there should
probably be an inveniocfg target to start them in one step, something like
{{{
/opt/cds-invenio/bin/inveniocfg --start-standard-services
}}}
Travis has a patch to do something like this. Travis, if you don't have
time to clean this up for integration into master, just give me a url and
reassign to me.
