A direct way to implement this, might be to enhance the BibFormat Output
Format configuration language to understand rules like:
Use template ''foo'' if current collection is ''bar''
Use template ''baz'' if field 980.a contains ''bla''
The only problem is that this formats can't be easily cached, as there can
be only one single hb cached format, and is collection independent. But
quick addition might be to add an optional id_collection column to bibfmt
table
