Nick, can you please fix this one?

(The phrase I checked is properly internationalized, the problem is in
the JavaScript dispatcher; go to
<http://cdsware.cern.ch:8000/submit?ln=zh_CN>; click on the first
link; this goes to <http://cdsware.cern.ch:8000/submit?doctype=TEXT>
so the "ln" value is lost; if it would have led to
<http://cdsware.cern.ch:8000/submit?doctype=TEXT&ln=zh_CN>, then the
language would have been well passed further onto the pop-ups.)

The dynamic elements of WebSubmit are not fully internationalized yet;
basically you can define labels in one language only.  This will be
fixed with a forthcoming refactoring of WebSubmit.

Yes, there are still some output messages that are not fully I18N-ized
yet.  (Especially in the submit part.)
