I am personally not a fan of wiki updates via email, since they might
broadcast and disclose forever unintended changes or modification
mistakes and moreover they would even more saturate the mailing-list
channel. I would be therefore fully in favor to switch to the b)
solution, since, additionally,  nowadays email clients can transparently
re-create the look and feel of mailing lists given an RSS feeds (e.g. I
am using a simple plugin in Evolution), and hence users still wishing to
see tickets updates in their email client (like todays) would still have
this possibility, while users preferring a cleaner and easier to follow
mailing-list would fully profit from this switch.
