How to delete a record?

Just add a field 980__ with subfield c set to DELETED by any means you like.

who is allowed to delete a recored?

Usually, you need bibedit rights for that or you need to implement a
workflow that allows the creation of a

       980__$$cDELETED

entry for the record in question. (E.g. by a pythonic function.)

In BibEdit you have a button "Delete" that deletes the record. Be
careful here I already hit it instead of "Delete selected" which would
just remove some fields/subfiels.

If you've shell acccess you can always delete a record by bibupload -r
or -c requests that add the above field to the records you want to delete.

Note: the undeletion of a record is then straight forward. Just remove
the above entry. E.g. by bibedit on the shell via reverting to a
previous revision. cf. bibedit --help

@CERN it might be sensible to move the Delete button a bit out of the
way. Yes I know it asks, and it reminded me that I should really read
dialogues ;)
