Because even a marc record without any fields is a valid record per see.
Probably not a sensible one but a valid one. And logically there is even
a difference between a record that is deleted and one that does
(probably "not yet") contain data.

And there is another point within invenio: in fact in websubmit invenio
generates one such record for each submission that gets later on filled
up with the data. It ensures that a record id is preserved in the first
place.

BTW: note that invenio doesn't really delete any record, it just marks
them as deleted but they live happily ever after in the database. That's
why the undelete works.
