The trouble here is that until the new record is webcoll'ed, it can
belong to potentially five restricted collections, and based on
CFG_WEBSEARCH_VIEWRESTRCOLL_POLICY it may be required that a user has
rights to see all concerned collections.

WRT the above need, it is a perfectly reasonable setup.  We should
ensure that if a user is the submitter or has all-powerful viewrestrcoll
rights (i.e. to all collections), the record could be shown
nevertheless.  If this is not working, please submit a ticket.
