Your are probably better off converting your graphic to DXF if it is B&W line art.
If you require half-tones, or shades of gray, or the graphic is too complicated to
convert into DXF, you will require my raster to Gerber converter.

What does you graphic look like?
How big will it be on the PCB?

and I'll convert it for you to the dimensions you specify.
