It will on the first page and it will in preview. It's subsequent pages
that it starts moving around. You can either turn it off as others
have suggested or manually set the scaling factor. It appears that
the "fit to page" setting fits the board to the page and leaves no
room for the header if the board size has a similar aspect ratio to
the paper. Confusion ensues.
