Tony, Well (back in the old days) once film has been generated from gerber (or hand tape) they could bomb-site the film for coordinates. However I don't honestly know of any fab houses that still do this. I'm sure there are, just have not delt with any in recent times. But honestly the fab house could generate drill data off of your pads layer gerber with there CAM software, however he then needs a way to match up hole size to locations. So why make it much easier for the fabricator to make a mistake with potential manual operations more prone to error. Because there could be many different pads sizes with the same drill size and visa versa. As you said you should always provide drill data. Too much room for error. Also pretty much any CAD system I know of generates drill data so why not make life easy. I would not be surprised if the fab house hits this person up for a hefty tooling charge to deal with the fact there is no drill data.
