Wayne,
        I am going to make an assumption that you are thinking about how to
do an assembly layer and want the designator duplicated on that layer. This
is what we do:
1)      Make your footprint library parts including an assigned layer for
assembly outline/information.
2)      On the assembly layer add the text string ".DESIGNATOR" in an
appropriate size font.
3)      Within the PCB layout tool under "O" options, "D" display, you will
find a checkbox labelled "Convert special strings", check this box.
4)      Thus far you will have a duplicate designator appear on your asembly
layer within the database.

The next step is adjusting or positioning the additional ref des.
1)      Unlock the primitives of the footprint in the footprint property
box. (this can be done globally for all components at once.)
2)      You can now adjust the size, location, font and orientation of your
secondary designator.
3)      After adjusting the secondary designator, VERY IMPORTANT, relock the
primitives of the components. Either globally or individually as you adjust
them.

Not beautiful not overly simple but it works.

Is there a way to have component designators appear on more than one layer
?

Excluding just writing text. It would be useful to still have the
association between component and designator.
