I don't think that Protel will do this (though I would not consider it beyond the realm of possibilities, particularly with the Signal Integrity tool -- but I don't know). However, you can readily count the number of vias in a net by any of various means. For example, select them with a global edit keyed on net; the global edit warning dialog will report the number of vias being changed, which is one less than the total number.
