Flipping is simple (Select All - Edit - Move - Flip Selection (use Flip to Same Side). You can also Select - Move - <X> or <Y> to flip horizontally or vertically around the cursor base point.
But, at least in older builds, routed copper lost all Net Association, and Identifiers still had to be forced to mirror. But it may work to first lay out all bottom components, flip the board, add top components, then route all.
