In my RF work I frequently need to place cutouts in the ground plane under pads where capacitance to ground is undesirable. Is there a way to make such cutouts a part of a footprint? I'd like to place either a pad or a fill on the plane layers in the footprint, but the plane and inner layers are not a choice for either pads or fills within the PCB library editor. Any hints, or is this just something that can't be done?
