can anyone advise me on the following please?

i am about to do a design for a 150,000 pc run
for cost reasons (low end commercial product) the bd material must be
made out of night soil (actually phenolic)

the design is SMD and to be a single sided bd (one etch layer)!

the lead pitch is 0.5mm on a 108 PQFP and a 48 PQFP

trace density and net count will be low so i think it will be routable

so the question is:
are there etch considerations, lead pitch minimums or other 
considerations regarding the material?

i.e. can you actually put a 108 PQFP on phenolic and reflow it properly?

i guess CEM might be a possible choice
every dime is $15K, so this stuff matters

we are not going to do a proto, just going right to the run
(only kidding!)
