My auto-pan patch is here. Ok, so it's ugly, but if you are stuck with an ATI or Matrox video card, it really works.
Copy this link into your IE web browser & download "ProtelAutopanPatch.zip" ftp://ftp.point-lab.com/quartus/Public/ProtelUsers/ Look at the .png example picture, Run both of my programs, Place the 2 windows over the PCB editor windows so that it matches the locations of the .png example photo.
