Tim,

if you use those holes just for the mechanical fixing points, you can create
them by using Fills in the footprint. If you want to plate them through,
there are some PCB manufacturers doing it on request. If you want to create
them as pads, that is not possible. You will have to wait until DXP SE(sixth
edition).
