The IPC placement courtyard is measured in their "grid elements" which are
0.5 x 0.5mm
So their SOT23 isn't 8 x 8 mm, only 4 x 4mm.

Thanks to you and everybody else who has responded to my original query. I
feel less reluctant about using the Philips footprints now.
I have also ordered the latest amendment to IPC782 this morning - it
apparently has revised (smaller) footprint recommendations.
