To All, In my haste to get an answer by covering a few bases I posted here. I did find the answer in Knowledge Base Item # 1472 there is in fact a limitation in gerber drill chart legend, based on what you pick for drill representation. I of course always picked symbol which was the most limited just my luck. Paste boards were either less than 16 or the vendor just went with drill data as correct, now I need to check past designs also.
