I've certainly been asked to avoid similar features (although normally it's tracks leaving pads and looping round the side of the pad, with a few thou clearance - Specctra quite likes this tactic. Protel DRC regards these as not a problem, since they're same net, but it's a too-fine feature on the copper, and the thin section of resist, tethered only at one end, has a tendency to swing around and cut the track. Bare- board testing picks it up, but it causes rework or rejects. A rule that could spot this would be extremely handy...)
