I have noticed that Protel will, by default, center the Gerber photoplot files on the film, but will always output the drill files with the original (database) coordinates. When you view the Gerbers and drill file in Camtastic, this makes the drill file not overlay the Gerbers. The board shop can easily fix this, but it is more comforting to instruct Protel to _not_ center the gerbers on the film - then everything will line up.

Is this perhaps what you are seeing?
