That solved the problem. I checked the gerbers and, sure enough, the arcs were converted to straight lines that then violated the clearance settings. Amazing.

Yep - use 'track', not 'arc' to generate the teardrops. For some reason, the arcs get turned back into straight lines, and you get the clearance violations you've noticed... thousands of them.
