I am assuming that you are using DXP (I don't think that you can do this in 99SE) Go to Design, Rules and highlight Clearance. The right hand panel will display the rule names and priorities etc. In the bottom Left hand of the panel there is a button marked Priorities. If you hit this it will allow you to set the order of precedence. I hope that this helps.
